concerning masturbation and the malar rash you described ,i think the only explanation is that during masturbation the cortisol level increases and that might have an effect on the redness and the immunity all over but this for a limited time and the cortisol and hormone levels drops again ,so the effect is temporarily may be seen .
but do not rely on this mechanism to treat your rash you can check with your doctor for the cause and treat it you may be prescribed topical creams and some blood tests and examinations
