Can someone taking cortisone pills lose weight on a diet? and if I substituted salt with lemon juice and seasoning and ate carbs (pasta, rice, grains..)will I gain weight and have water retention?

You will need to limit your salt (sodium chloride) consumption to less, and not eliminate salt completely from your diet, because you will still need sodium for basic cellular functions. Make sure the seasoning you are using is not itself high in sodium chloride (soy sauce for example is notorious for being high in salt).
Dietary Guidelines for No Added Salt in cases of treatment with steroids (from MD Anderson, with modification- https://www4.mdanderson.org/pe/index.cfm?pageName=opendoc&docid=2682)
• Do not add salt or salt-containing seasonings to food
• Use only limited amounts of salt in food preparation
• Avoid high-sodium foods, including:
− All cheeses except salt-free cheese and cottage cheese
– Bacon, corned beef, frankfurters, hams, luncheon meats, smoked meats/poultry
− Bouillon, broth, canned soups unless low sodium
− Ketchup, mustard, soy sauce, steak sauce, chili sauce
− Olives, pickles
− Salted chips, salted crackers, salted snack foods
- Canned goods
So eating out during this period is not a good idea because you cannot control for the amount of salt in restaurants and public places.
Also keep in mind that carbonated beverages, even if sugar-free, are not so low in sodium - they contain sodium bicarbonate. So you need to include the amount of sodium into the total daily consumption of salt.
