My 3 month girl is breast feeding and formula milk she use to pass urine so good but these couple days i noticed decreasing is her urine mentioning that she is eating the same quantity of milk.why?

The amount of breast milk can only be estimated. It could be that your breast milk has started to decrease in amount. Also make sure you are properly using the milk formula in terms of the correct ratio of milk powder to water because if the milk you're preparing is concentrated this will cause dehydration and thus decrease in the amount of urine. As long as your child does not have fever (sign of possible urine infection), has a good appetite, is active, pooping regularly (no diarrhea or constipation), and the urine color is light yellow (meaning she's well-hydrated), it is not worrisome; simply keep an eye on her. If you steel feel worried consult her pediatrician.
