Why will a dermatologist only prescribe pharmaceutical brands for skin care and not cosmetic?

Several reasons but mostly because pharmaceutical brands usually contains much less allergens And toxic products like parabens etc and some even are conservative-free And are thus safer to use And less prone to give You an allergic reaction....
