Best time for workout depends on what is the best time for you ,the importance of timing a workout is to fit your schedule and be apart of your day and become a habit ,that is the main issue .
well ,it is good to be morning workout ,but if you were a kind of person who doesn't wake up early or he has work at morning time ,then that will not be a problem ,make your schedule for other time that suits you ,other point is that you can distribute the time of workout on the time intervals in the day .
if you have insomnia at night you can choose worout at evening time this will make you go in sleep faster.
so timing depends on every one schedule ,fix a schedule and plan your workout.
