Have you checked whether you are overbundling him (overdressing him and applying too many covers)? It could be simply that he is feeling hot, which causes irritation. And remember: by now, your baby does not need to be overdressed because his body can regulate its temperature, so if you feel hot, then most probably he does the same as you.
Also make sure there are no mosquitoes or insect bites.
