So basically your daughter is what we call Small for Gestational Age (SGA) and has been subject to Intrauterine Growth Restriction (IUGR). The consequences of these two conditions on the growth of the child are not easily predictable. Currently what I can think of is that if your daughter's thyroid gland function is normal (a weak thyroid gland negatively impacts motor and cognitive development) and she does not have anemia (anemia also interferes with normal healthy growth in children), then currently you need to focus on optimizing her nutrition and physical activity, both of which are essential for normal growth in children. You may want to consult a dietitian specialized in children's nutrition, Namely SGA and IUGR cases.
Later on, investigation into possible growth hormone deficiency (and hence growth hormone replacement therapy) may be considered.
I recommend that you follow up with her pediatrician who knows the case in more depth.
