My mum is a diabetic patient, she takes tablets during the day and at night insulin injection. is it normal that the sugar level in her blood are not stable (between 100 and 340)?

If her blood sugar reaches 340, her diabetes is obviously not well controlled.
She needs to adapt her insulin doses to the food she ingests and the activity she does. Her tablets can be changed or increased if needed.
So the solution is that she gets back to her physician for a better control of her diabetes
