Dr. Bassem Tanios Nephrology
Your mother has mild isolated systolic Hypertension ( which means the High pressure above 140), which is typical for elderly and very elderly population ( above 80 years old), current guidelines recommend that the systolic ( high ) blood pressure of 140 to 160 in this specific population is acceptable and do not require any further treatment.

Of course these numbers of Blood Pressure need to be confirmed by blood pressure measurement at the Doctor's office, in the lying , sitting , and standing position to make sure that her blood pressure does not drop when she stands up ( called orthostatic hypotension) or a 24 hour Blood pressure monitoring ( which can be ordered by your physician) to make sure that her Blood pressure is maintained throughout the day within this range.

Her low diastolic (low) blood pressure, and relative low heart rate of 48 is also typical of the elderly population, and is of no particular consequence if there are no symptoms, for example dizziness especially when she stands up.

But she needs also to do an electrocardiogram ( EKG) to make sure that her heart beats are regular and there are no blocks in the rhythm of the heart that could account for her relative low heart rate. Also she might benefit from a TSH test, which is a test of the thyroid gland. If the thyroid gland is dysfunctional, and she has low thyroid hormone levels ( hypothyroidism), that would cause low heart rate.

I am assuming that your mother does not have any major health problems such as heart disease( such as disease of heart vessels) or any disease affecting the heart valves such as aortic regurgitation ( which can be identified by a cardiac echo), diabetes or kidney disease and is on no medications. If this is the case then she will need proper evaluation and adjustment of her medications, and in certain cases the appropriate treatment.
