My little cousin is mentally challenged. Her parents aren't taking the right measures to help her and treating her is costly. What can they do on a daily basis to help her?

It depends on her situation and on her case. If she has speech delay, she needs to be followed by a speech therapist (orthophoniste), if she has weakness or doesn't sit or doesn't walk (i.e. motor delay) she needs physiotherapy. If she has fine motor skills problem she eneds to be seen by a psychomotor therapist (psychomotricien). There is also special education in certain schools with classes adapted to the children with mental deficiency or school problems. Everything depends on the girl. The most important is to try to stimulate her the most in order for her to evolve and progress at her rythm.
