I've noticed that I have a lot of new really tiny red dots on my chest, stomach and arms. They are flat and not itchy. Is this normal?

it can be an allergy, it can be folliculitis it can be fungus it can be flat warts etc... it is really very difficult to know without a proper examination what you are suffering from.
