I took him to a dermatologist. He said it's normal in the summertime and it will be cured by itself. Could it be a wrong diagnostic?

Why would you think so? It is most likely that your son does indeed have hyper keratosis and as I have previously pointed out that this is a benign condition - you need not worry especially that he was assessed by a specialist.
