I have phimosis for 3 years now and i recently have balanitis, how much is this dangerous and how to wash under foreskin if i cant retract it back?

Some types of phimosis can be treated with some creams. Same applies for balanitis.
Severe phimosis can in fact cause a recurrence of the balanitis if appropriate cleaning is not possible.
