It's not that common for babies to start teething at this age, but few babies do. On the other hand, babies also get to experience things around them by putting them in their mouths, and this is how they learn about their body parts, starting with their hands, and later on their feet - if this is the case, the irritability could be due to something else, like a stuffed nose (you need to use saline drops and suction the nose), or acid reflux. Have your baby checked by his pediatrician if you're concerned.
