Hcg was not doubling during pregnancy, the ultra sound showed a cyst 5×4cm on the right ovary,miscarriage at 6th week.can I get pregnant again or the cyst will affect pregnancy?

First of all your cyst needs to be checked out by ultrasound +/- blood tests and it also needs to be followed up.
Many factors like your age, the imaging characteristics of the cyst like it's size, whether it's 'simple' or 'complex' looking as well as if it's persistent over time +/- blood tests called 'tumor markers', all these can affect your doctor's decision on whether it needs to be removed or not.
If what you have is a functional simple cysts (which is a thin circular sac filled with clear fluid) then most probably it will disappear spontaneously. If it doesn't do so over a period of 2-3 months then it can aspirated.
Fertility specialists like the aspiration technique because it does not cause any trauma or removal of ovarian tissue therefore it does not affect future fertility potential.
A functional cyst can decrease your chances of getting pregnant BUT it definitely does not prevent you from getting pregnant and most of the time it will disappear spontaneously as I said before.
