Blood pressure is fluctuating recently, most of the times its normal but other times goes up to 15 10, athletic male, 23 yo, BMI 23 (perfect shape), note that i have higher heartbeat rate (87) normaly

there are few things you need to do to have an accurate measurement of your blood pressure before getting worried to be hypertensive.
first of all, the electronic machine you are using at home might not be accurate, you need to compare it to a manual/mercury BP machine.
second whenever you want to take the blood pressure, you should be resting 10-15 minutes before taking it, not be in pain, not being worried, not being stressed or angry, you shouldn't be eating or drinking, not after exercise,... in other words you should be relaxed for 10-15 minutes and then take the measurement.
the best time to check the blood pressure is when you wake up and before your sleep only. do not take your blood pressure every hour or more than twice per day. write down the measurement you got and show them to your physician.
if the blood pressure remains elevated more than 14/9 (either not necessarily both) or you have a family history of hypertension then you should see a physician because at young age there might secondary causes (5% of cases) for the elevated blood pressure one need to check for.
