At age 16 tests showed that I had a low amount of estrogen. At 20 my period stabilized but I have a low libido. Are the two related?

Yes these are related and even if you are having normal periods you have to have proper evaluation.
Hypoestrogenism (low estrogen), if confirmed not only causes abnormal periods and low libido but also can affect your bones in the future so it has to be treated.

I agree with Dr Nawfal, but in addition, libido has a strong psychological component related to daily lifestyle, stress, exhaustion, and relationship issues in addition to possible genital infection or discomfort.
