Powder is used in between the creases (skin folds) to absorb any remaining water after washing. Vaseline creates a layer that isolates the skin from urine and stools (so urine and stools slide off the skin and don't cause skin irritation. As such it's less likely to have diaper rash), in addition to preserving skin moisture so it doesn't dry off. So use Vaseline petroleum jelly around the anal area and around the genital area as well while the powder is to be applied more around the skin folds.
